To Your Excellency whose administration has opened a bright prospect to this country, and with which we fondly hope to associate a new era in the history of British Indian rule by reason of the important concession of local self-government to the people to Your Excellency belong the credit and the glory of repealing an Act which was opposed to the traditions of British administration in the East, which cast an unjust slur upon the loyalty of the Native Press, and which tends to interfere with the diffusion of Oriental learning."
એ સ્થિતિ તિલક કેસ થયા પછી બદલાઈ ગઈ છે. ફેજદારી કાયદાની કલમ ૧૨૪ અ પત્રકાર પર ડેમોકલીસની તરવારની પેઠે ભય ઉપજાવતી લટકી રહેલી છે અને સન ૧૯૩૧માં પ્રેસ ઍકટમાં નવા ઉમેરા અને ફેરફાર થયા તેણે પોલાદના ચોકઠાના બંધની પેઠે વર્તમાનપત્રને ચોગરદમથી જકડી લઈને તેના જીવનને રૂંધી નાંખ્યું છે.
અહિં એ કાયદાના ગુણદોષમાં ઉતરવાનું, તેની ચર્ચા કરવાનું પ્રયોજન નથી. પણ અમે એટલું તે જરૂર નાંધીશું કે પ્રજાજીવનના વિકાસમાં તે એક અમોઘ શક્તિરૂપ, અમૂલ્ય સાધન છે અને લોક વિચારને અભિપ્રાયને ગતિમાન, પ્રબળ, સમૃદ્ધ અને અસરકારક કરવામાં તેને હિસ્સે મોટે તેમ મહત્વનો છે.
પ્રસ્તુત પ્રકરણના આરંભમાં જે ઉતારે રજુ કરવામાં આવ્યા છે તેમાં રેડીઓ અને સિનેમા દ્વારા લોકશિક્ષણ આપવાનું જે નવું સાધન પ્રાપ્ત થયું છે, તેને ઉલ્લેખ કરવામાં આવેલું છે. આપણે અહિં એને ઝાઝે ઉપયોગ થતું નથી. ઝારના સમયમાં રશિયામાં પ્રજાની અજ્ઞાનતાનું પ્રમાણ હિન્દના જેટલું મોટું હતું, પણ નવી લેકસસાએ એ પ્રશ્ન હાથ ધરતાં, તેનું કેવું સુંદર અને સંગીન પરિણામ આવ્યું છે તે આપણને વિચાર માટે પુષ્કળ સામગ્રી પૂરી પાડે છે. સોવિયટ સરકારે લોકોનું અજ્ઞાન દૂર કરવામાં
