સરકાર માત્ર કાયદાઓ ઘડીને બેસી ન રહેતાં, તે સંબંધમાં લોકમત કેળવવા, તેમાં પ્રજાને સાથ મેળવવા અને તેની સાથે પૂરે સહકાર આદરી પ્રયત્ન કરે તે લોકજીવનને વિકાસ અને ઉન્નત્તિ જલદી સધાય, અને તે જીવન સંસ્કારી, પ્રાણવાન, પ્રગતિમાન અને વૈવિધ્યભર્યું બને એ ચક્કસ છે. હમણાં શ્રીમંત મહારાજા સર સયાજીરાવે, એમના ૭૧ મેં વર્ષની સાલગીરી ઉજવાઈ એ શુભ પ્રસંગે, જે અનુભવપૂર્ણ ઉગારે કાઢયા હતા તે મનનીય જણાઈ, ઉપરના કથનનું સમર્થન કરે છેઃ
“ From the earliest years, he said, he had always held firmly to the opinion that no solid achievements could be made unless those who were in authority had the goodwill of the people over whom they were set. Without that goodwill, any laws which might be made would be in the nature of impositisions. The laws might be good, but unless they were willingly obeyed by the people, much of their virtue must be lost. For, a law should be regarded, not as a restriction upon individual liberty, but as an aid to the realisation of that liberty in Society."#
“શરૂઆતમાં વર્ષોથીજ હમેશાં હું એ ખસુસ અભિપ્રાય ધરાવતા આવ્યો છું કે જ્યાં સુધી સત્તાવાળાઓ પિતે જેના ઉપર ગોઠવાયા છે, એ પ્રજાની શુભેચ્છા સંપાદન કરી શકે ત્યાં સુધી કશી સંગીન સાધના કરી શકાશે નહિં. એ શુભેચ્છા સિવાય, ગમે તેવા કાયદા ઘડવામાં આવે તો પણ, એ એક દંડ યા વેદરૂપ થઈ પડશે. કાયદાઓ ભલે સારા હોય પણ જે પ્રજાજન તરફથી એનું રાજીખુશીથી પાલન ન થાય તે પછી એનું ઘણું મૂલ્ય ઓછું થઈ જવાનું, એનું ઘણું ગુણકારીત્વ નષ્ટ થઈ જવાનું.
કારણ કે કાયદો વ્યક્તિગત સ્વાતંત્ર્ય ઉપર અંકુશ મેલનારે નહિ પણ સમાજમાં ઉક્ત સ્વાતંત્રને સંપાદન કરવામાં સહાયકારક મન જોઈએ.”
