3. The experience of the past 30 years has shown to us that success of our efforts depends on the growth of education, especially of higher education. We are thus closely interested in the work of the Commission and hence our desire to approach you. . 4. It falls, we understand, within the scope: of the inquiries of your Commission to ascertain what effect has been given to the principles laid down in the Education Despatch of the late Court of Directors of the East India Company, and to suggest such measures as your Commission may think desirable for the further carrying out of the policy laid down in that Despatch. Though the scope of these enquiries extends to all subjects connected with education, one of the chief points to which the attention of the Commission is directed has reference to the importance of primary education, and the best mode in which it can be extended and improved and to the consideration of the question whether Government educational institutions of the higher order cannot be left to private enterprize.
5. Without at all underrating the importance of primary education and while sincerely desiring that it should be given more widely and placed on a much sounder basis than at present, we venture to remark that in Gujarat the need of higher education is not less pressing.
