areas the Govt. and private efforts should be directed to encourage people to live in and develop the villages. Incentive by way of providing finances and materials to educated persons be given for settling in villages. Urban aminities be also provided by having good schools, roads, drinking water and recreation grounds in and around the villages. Mushroom growth of buildings and small scale industries in the CABAL towns be stopped and villages around (say 30 km. radius) be developed by the Town authorities by providing finances and facilities etc. out of their own resources.
Similarly Industrial Complexes should also be advised to develop the villages around them ( 5-10 km. radius) and construct residential quarters at least 1-2 km. away from the factory site.

3. Self service and character building. By his own example of simplicity in living he has shown us the path. People should not feel shy doing their own work (even cleaning of latrins and sweeping the house and its frontage). In rural oriented civilization the way of living will lessen the stress on human mind and will certainly improve the quality of life. Chances of diseases caused by environmental stresses will be reduced.
4. Social and cultural uplift. Gandhiji brought radical social reforms by mixing with common folk and removing untouchability. He also believed in opening the doors of temples for all. He believed in our cultural heritage and encouraged cultural uplift.
5. Religion. He enouraged each and every religion and lived a religious life. He believed in prayer and service which
