થશે એમ માનનારે હજી પણ એક વર્ગ બંને દેશમાં મોજુદ છે. હમણાં જ પ્રસિદ્ધ થયેલાં થેમસ અને ગેરેટનાં “Rise and Fulfilment of British Rule in India” પુસ્તકની સમાલોચના કરતા લંડન ટાઈમ્સને વિવેચક લખે છે,
"The moral and social prestige lost to the West: by the war can never be recovered; but there is no reason why a far healthier relationship should not develop and the great sub-continent of India form part of a noble comity of nations within the British commonwealth."*
અને ઉપરોક્ત વિચારનું સ્પષ્ટીકરણ કરવામાં આવતું ન હોય એમ લંડનના ઓબર્ઝવર સાપ્તાહિકમાં, એજ પુસ્તક અવલોકતાં લઈ લોધીઅન લખે છે,
“Yet even so, powerful as the new forces are becoming, it is certain that India cannot yet maintain its unity without British help. Can we Englishmen adapt ourselves to the political facts of the present age as we have done so often before ? Can young India abandon its persuit of political illusionism and get its feet back on reality ? If so. the stupendous problems which confront both countries. may be solved, and the glorious hopes implicit in the historic Montague Declaration of 1917 may yet be fulfilled. $
આ રસિક પણ ચર્ચાસ્પદ વિષયને ઉલેખ માત્ર બસ છે; તેના ગુણ દોમાં અહિં ઉતરવાની જરૂર નથી.
નવયુગનાં પ્રકટીકરણની જાણે કે વાટ જોતાં ન હોય એવી રીતે આગલા ઓગણીસમા સૈકાના સુધારા સાથે જેમનું ઉજજવળ નામ જોડાએલું છે, એવા ભલાં સામ્રાજ્ઞી મહારાણુ વિકટેરિયા ૧૯૦૧નું વર્ષ બેસતાં અવસાન પામ્યાં.
