Your highness declared to grant an interview to Jain Acharyas and Sadhus at Chanasma, Jagudan & Ahmedabad at the request of Jain people, but we find your Highness has left Baroda without granting such a interview. It is sheer injustice that the bill should be put in Dharasabha under these circumstances by Nyayamantri.
Unless your Highness with draws opinion against minor's initiation notified in the draft, members of the Assembly would naturally vote in favour of the act and so we have no chance of getting impartial opinion.
Bill should not be placed before Assembly until interview is granted as well your Highness' opinion is with drawm,

ધર્મલાભ સાથે જણાવવાનું કે સમિતિએ કરેલા રીપોર્ટ ઉપર તય તથા તમારી ધારાસભા આધાર રાખે તે સ્વાભાવિક છે, ને તેથી પૂ. આગમોદ્ધારક આચાર્યદેવ શ્રી મદ્ સાગરાનંદ સૂરીશ્વરજીને ચોક્કસ શંકા રહે છે કે તમો તથા તમારી ધારાસભા તે ઉપર આધાર રાખીને અવળે રસ્તે ધેરાશો. તેમાં લખેલી હકીકતમાંનો ઘણો ભાગ આધાર રાખવા લાયક નથી અને તેનાં કારણો નીચે મુજબ છે. ૧. કેટલીક શાસ્ત્રીય હકીકતો અધિકાર સમજ્યા વગર રીપોર્ટમાં નાંખી છે. ૨. કેટલીક હકીકત પ્રકરણના એક ભાગને જ માત્ર ઉપલકથી પકડીને આખું પ્રકરણ તપાસ્યા વિના
આપી છે. ૩. કેટલાંક દૃષ્ટાંતો હકીકતથી વિરુદ્ધ સગીર દીક્ષા ન થયામાં આપ્યા છે. ૪. કેટલાક દૃષ્ટાંતો હકીકતથી વિરુદ્ધ સગીર દીક્ષામાં આપ્યાં છે. ૫. વડી ધારાસભાના ખરડાનો અભિપ્રાય વિરૂદ્ધ જણાવ્યો છે. ૬. મનુષ્ય હરણના કાયદાની અપૂર્ણતા જણાવી છે.
