He was also a peer to the “Sesa" and the "Ādivarāha" who supported the earth once on its hood while the other on its snout. The king supported the earth likewise toiling day and night without a moment's pause

alluding to Meghavāhana as radiant as the Sun makes him a source of inspiration and activity for the populace.
Meghavāhana has been depicted as an ideal administrator during whose reign period there was absence of disease among the people;' no harassment was given to the people,' punished people were not subjected to torture nor were there any thefts and subsequent punishments; there were no quarrels among the people;' there was no strangulation; no dragging of feet of the culprits;' there was no degradation in the characters of ascetics or there was no visibility of degradation in the self control of the people;'° no losses were suffered by the people;' there were no reprimands and beatings of people;12 there were no rumours about the prevalence of the law of the jungle (lit. hearing about the inefficient administration)". There were no mutual strives, no imprisonments, no injuries, no murders consequent upon the excessive indulgence in the vice of gambling.
His righteous way of administration had citizens who did not discern any distinction between the rich and the poor, no discrimination as to
