પાલીતાણા રાજ્ય સાથે થયેલા પાના કરાર
૨૫૫ રહ્યાં; અને તે પછી પાલીતાણાના દરબારશ્રીએ યાત્રિકે પાસેથી ગેરવાજબી વસૂલાત કરવાની શરૂઆત કરી.”
કેપ્ટન ખાનવેલના ઉપર સૂચવેલ પત્ર ઉપરથી જ, વિશેષમાં, જાણવા મળે છે કે, આ કરવધારાને લાભ પાલીતાણાના દરબારે લગભગ ૩૦ વર્ષ સુધી લીધો હતો. એ શબ્દો આ પ્રમાણે છે
“However unjust or otherwise this encroachment may have been in its origin, or on its first taking place the benifit resulting from it has been enjoyed by the present Chief of Palitana and his family for a period of nearly 30 years."
અથ–“મૂળમાં અથવા પહેલવહેલાં આ અધિકાર વગરને કબજે ગમે તેટલો અન્યાયી કે ન્યાયી હોય, પણ એનાથી મળતા લાભનો ભેગવટે, પાલીતાણાના અત્યારના દરબારશ્રી અને એમના કુટુંબે, લગભગ ૩૦ વર્ષ જેટલા સમય સુધી કર્યો હતે.”
એટલે જ્યારે આ કર અસહ્ય અને યાત્રિકોની વધુ કનડગત કરનારે બની ગયું ત્યારે જ મુંબઈના શેઠ શ્રી મતીચંદ અમીચંદ, અમદાવાદના નગરશેઠ હેમચંદ વખતચંદ વગેરેને, મુંબઈ સરકાર સમક્ષ, તા. ૩૦-૮-૧૮૨૦ના રોજ, એની લેખિત રજૂઆત કરીને, દાદ માગવાની
ફરજ પડી હતી. . ૮. અંગ્રેજી ભાષામાં લખવામાં આવેલ આ ઐતિહાસિક પત્રમાંનું મૂળ લખાણ આ પ્રમાણે છે–
" 4. That the said Santidass thought proper to give the patronage of the said hill Shatrunjay to the Raja of that district, with the injunction to be mindful, and watch after the interests and comforts of the people of that pilgrimage, and perform the religious ceremoney of the image upon the said hill, and to defray the necessary expences of thoes edifices from the revenues of the Purgunna of Palitana.
“5. That the said Raja and his successors continued to act up to these solemn injunctions to their full extent, but, after a lapse of a long period, one of the Raja's successors unjustly impossed a tax of duty on every person who arrived at the pilgrimage, which your petitioners, in common with other pilgrims, were constrained to pay, or submit to the cruel mortification of returning without perfomrming the ceremony for which they had taken the trouble of a long and expensive journey, and therefore they were obliged, from the creation of the fraudulent necessity,
