શેડ આ૦ કરની પેઢીને ઇતિહાસ Palitana, to strictly and honorably observe and carry out the stipulations contained in the agreement of 1821."
(દફતર નં. ૧૩, ચેપડા નં. ૧૧૪, પૃ. ૫૦૪) ૩૮. પાદનોંધ ૩૭ માં જણાવ્યા મુજબ, તા. ૧૫-૪–૧૮૬૪ ના રોજ, મુંબઈના ગવર્નરને પેઢી
તરફથી મેજર કટિંજના ફેસલામાં ફેરફાર કરવાની અને કેપ્ટન બાનવેલના વાર્ષિક રૂા. ૪૫૦૦ ની ચૂકવણીના રખેપાના કરારને અમલ ચાલુ રાખવાની માગણી કરતી જે અપીલ કરવામાં આવી હતી, તે મુંબઈ સરકારે માન્ય રાખી ન હતી એમ પેઢી તરફથી મહારાણી વિકટેરિયાને જે અપીલ કરવામાં આવી હતી તેમાંના શબ્દો ઉપરથી જાણી શકાય છે. આ મુજબ
સરકારે પેઢીની માગણી મંજૂર નહોતી રાખી, એટલું જ નહીં, પણ મેજર કટિજે જે ફેંસલે આપ્યો હતો તેને સને ૧૮૬૬ ના ફેબ્રુઆરી મહિનામાં પોતાની સંમતિની મહેર પણ મારી હતી, એવું સૂચન નીચેના શબ્દો ઉપરથી મળી રહે છે– '
“ 19. Against this decision your petitioners appealed in April 1864 to the Bombay Government, who, in February 1866, confirmed Major Keatinge's settlement, and your petitioners have now no resource but to lay their grievances humbly at the foot of the Throne.”
(દફતર નં. ૧૩, ચેપડા નં. ૧૧૪, પૃ. પર૫) મેજર કટિજના આ ફેંસલાની સામે મુંબઈ સરકારે આપેલ ફેંસલાથી નારાજ થઈને પેઢી તરફથી મહારાણું વિકટોરિયાને આ બાબતમાં દરમ્યાનગીરી કરવાની જે અપીલ કરવામાં આવી હતી, (તેમજ પાલીતાણા રાજ્યે પણ મહારાણુ વિકટેરિયાને અપીલ કરીને આ બાબતમાં દાદ માગી હતી) તેનું પણ કંઈ ધારણ મુજબ પરિણામ આવ્યું ન હતું અને મેજર કટિજનો ફેંસલો જ માન્ય રાખવામાં આવ્યું હતું, એમ સેક્રેટરી ઑફ સ્ટેટ ફાર ઈન્ડિયાના તા. ૨૪-૬-૧૮૬૭ના નં. ૩૬ ના લખાણ ઉપરથી જાણું શકાય છે, જે મૂળ લખાણું આ પ્રમાણે છે –
“I regret to find from these papers that the long-pending dispute between the Palitana Thakore and the Shravuks, as to the payments to be made by pilgrims visiting the Shatrunjay hill, has not yet been adjusted, the Shravuks maintaining, and the Thakore denying, the perpetual character of the agreement mediated by Colonel Barnewell in 1821. Under your orders, Colonel, then Major, Keatinge proposed to decide the question, in 1863, by directing the Shravuks to pay Rs. 10,000 annually, instead of Rs. 4,500, as hitherto, and permitting them, on the other hand, to collect the tax from the pilgrims themselves.
