रक्षकों को बुलाकर इस प्रकार कहता है : ६७. "हे देवानप्रियो! शीघ्र ही कृण्डग्राम नगर के कारागृह को खाली कर दो अर्थात् समस्त बन्दीजनों को छोड़ दो। कैदियों को मुक्त करने के पश्चात् तौल-माप को बढायो । अर्थात् समस्त पदार्थ सस्ते बेचने का आदेश प्रसारित करो। तौल-माप बढाने के पश्चात् कुण्डपुर नगर के भीतर और बाहर पानी का छिड़काव करानो, सफाई। करानो, लेपन करायो। नगर के शृगाटकों, तिराहों, चौराहों, चत्वरों (चौक), चतुमखों (चार दरवाजे वाले मन्दिरों), राजमार्गों और सभी सामान्य मार्गों में पानी का छिड़काव करायो, सफाई करापो, जहां-तहां सभी मोहल्लों, गलियों तथा बाजारों में पानी का छिड़काव और सफाई करवाकर उन स्थानों पर दर्शकों के लिये मंच बनवायो । विविध रंगों से शोभित ध्वजा और पताकाएं बंधवानो । नगर को लिपा-पुताकर स्वच्छ बनवायो। मकानों की भीतों पर गोशीर्ष चन्दन, सरस रक्त चन्दन
और दर्दर-मलय चन्दन के, पांचों अंगुलियां उभरी हुई दिखाई दें इस प्रकार छापे लगवायो। घर के भीतर चन्दन कलश रखवायो। जहां-तहां रमणीय लगने वाली और पृथ्वी को स्पर्श करती हुई लम्बी गोल फूलों की मालाएं लटकवायो, पांचों वर्गों के सरस सुगन्धित पुष्पों
97. “Go immediately, beloved of gods, and set free all my prisoners. Let more goods be measured out for the same weights. Have the town of Kundagrāma broomed, plastered and sprinkled with water, inside and out. Have the main roads, lanes, squares and plazas (nagara-catrara) cleansed; have the crossings of three road and of four roads swept, and have locations that open on all directions wiped. And when the thoroughfares (rathyantara) and shopping-arcades have been cleaned and purified, have small and large platforms erected in them. Have flags and banners of variegated colours raised, and have shamianas put up. Sprinkle the covered areas with auspicious parched rice (lija). On every door, print palm-marks, showing all five fingers, with gosirsa, sandal-paste and dardara. Sct up sandal-urns for good omen. Have torana-gates erected and let these, too, be adorned with sandalurns. Let large, round wreaths and garlands be hung every where : let them be hung loose and let them be fixed to the walls (avasaktipasakta).
