Chapter 61
BIG AND SMALL COUNTRIES
A big country (should be like) the delta low-regions,
Being the concourse of the world, (and) the Female of the world. The Female overcome the Male by quietude,
And achieves the lowly position by quietude.
Therefore if a big country places itself below a small country, It absorbs the small country;
(And) if a small country places itself below a big country, It absorbs the big country.
Therefore some place themselves low to absorb (others), Some are (naturally) low and absorb (others). What a big country wants is but to shelter others,
And what a small country wants is but to be able to come in And be sheltered.
Thus (considering) that both may have what they want, A big country ought to place itself low.
अध्याय 61
बड़े और छोटे देश
बड़े देश को नदीमुख नीची भूमि की तरह होना चाहिए,
क्योंकि वह संसार का संगम हैं, और संसार का स्त्रण गुण हैं।
स्त्री पुरुष को माँन से जीत लेती हैं, और माँन से वह नीचा स्थान प्राप्त करती हैं।
इसलिए यदि एक बड़ा देश अपने को छोटे देश के नीचे रखता हूँ,
तो वह छोटे देश को आत्मसात कर लेता हैं।
और यदि छोटा देश अपने को बड़े देश के नीचे रखता हैं,
तो वह बड़े देश को आत्मसात कर लेता हूँ।
इसलिए कुछ दूसरों को आत्मसात करने के लिए अपने को नीचे रखते हैं, कुछ स्वभावतः ही नीचे होते हैं और दूसरों को आत्मसात करते हैं।
बड़ा देश यही तो चाहता हूँ कि दूसरों को शरण दे,
और छोटा देश चाहता हूँ कि वह प्रवेश पा सके और शरण पाए। इस प्रकार यह विचार कर कि वे दोनों वह पा सकें जो वे चाहते हैं, बड़े देश को अपने को नीचे रखना चाहिए।
