________________ COSMOLOGY 203 such souls development starts causing to participate in the world course proper, there appears the possibility of salvation: if once pajjatta, then they are partly bhava-siddhiya, partly not. By what impulse the development and the capability of salvation are being brought about, is not said in the texts of the Canon. This class of the nigoya forin the polar contrast to the Siddhas Of both there exist innumerably many, but while thei nagoya fill up the entire space of the world, the Siddhas are confined to its highest region ( § 187). The former will not live longer than for 1 muhutta, the latter for ever. The former represented the lowest possible stage of development of a being, the latter the highest that can be thought of. In both of them we see the foot and the head of the ladder formed by the occupants of the world. The undeveloped, subtle nigoya are not yet subjected to the Karman law, whereas the Siddhas have left it behind
