The important towns and cities of the State were considerably fortified to enable the people of the adjoining towns and villages to take shelter during the hostile period. A king is observed issuing command to his subjects to leave their villages and towns and take shelter inside the adjacent fort (samasanna dugga)2 due to the aggression of a non-Aryan king. The koṭṭapala or kolavala* was responsible for the protection of the fort. He has been called by a similar name in the Jaina literature dur gadhyakşa was his another designation. The frontiers of the State or town were guarded by the officer known as dvarapala", rakṣapala® or sthānapala (thanipala or thaṇailla) who kept a strict watch over the borders of the State. He was called maryadadhuryal under the Pratihāra kings. It appears that each kingdom had a restricted area called janmerall or jaṇusīmā. Beyond this the ordinary citizens were not allowed to travel. The royal guards, however, were allowed to move beyond this area till. the actual borders to defend the frontiers.
