ચાર્લ્સના શિરચ્છેદ કરાવનાર લોકો “જીની આંખે” નવી સૃષ્ટિ જોતા • હતા તે જીના હાથે નવી રાજ્યસૃષ્ટિ ઉત્પન્ન કરવા માગતા હતા. પણ એ નવીન ષ્ટિ લોકોને જોઈતી નહેાતી. છતાં ચાર્લ્સના શિરચ્છેદ અને પાર્લમેંટનું - અંડ, એ એ બનાવા ઈંગ્લેંડના તે યુરોપના ઇતિહાસમાં અગત્યનું સ્થાન ધરાવે • છે. ચાર્લ્સના શિરચ્છેદ સાથેજ ક્યુડલ જમાનાના તાજના પણ ઉચ્છેદ થયા. પાર્લમેંટના સંગ્રામ દરમ્યાન ઈંગ્લેંડનું રાજ્યતંત્ર રાષ્ટ્રીય અને નવીન સૂત્રેા પ્રમાણે ધડાતું જતું હતું. તાજ ઇંગ્લેંડના તંત્રનું એક આવશ્યક પણ તે જ વખતે
The sovereignty of the people and the equality of man with man in the scales of justice, were first ushered into the world of English politics by this deed. Against them stood the old-world ideas, as Charles proclaimed them as he looked out into eternity... They were striving to make a new law of democracy, and could not be expected to effect this by observing the old laws. The worship of birth, of pageantry, of title; the aristocratic claim to administrative power; the excessive influence of the large land-owner, and of inherited wealth; the mean admiration of mean things, which has ever since the Restoration been at the root of the worst evils of English society-all these gained a fresh life and popularity by the deed that was meant to strike them dead. for ever. This at least is what appears.
