The commentator Pithvidhara explains:
बालाग्र-लक्षितायां कपोतपालिकायां । विटङ्को बालाग्रं मत्तवारणम् । कपोतपालिका उपरिगृहश्रेणीति दक्षिणापथे लोकोक्तिरियम् इति प्राचीन टीका । विटङ्क means 'dove-cot' 1. Regarding its location, in one view it was near the palace or above the balcony. According to the authority cited by Pṛthvidhara, in the south it used to be on the balagra i.c. the mattavāraṇa2. mattavāraṇa or 'Mattavāraṇi' a room on the top of the entrance-gate, portico' etc. It is an architectural term. Some prominent houses, temples, theaters used have a mattavarana. According to this interpretation Śākāra was to sit on the dove-cot that was on the room over the
