________________ Regulations of the Manuscripts Department 1. “The Government Manuscripts Library "formed and maintained by the Government of Bombay, and formerly deposited at the Deccan College, Poona, is now, subject to the general control of the Department of Education, Bombay, placed under the direct charge of the Bhandarkar Oriental Research Institute, Poona. 2. The Department is administered by a Superintendent appointed by the Executive Board of the B. O. R. Institute subject to the approval of Government. 3. The Manuscripts are available at the Institute, during working hours, for purposes of bona fide study. 4. The Manuscripts in the Library, if, in good condition, and subject to the reyuirements of Department, are lent out to bona fide scholars on their applying for them in writing to the Superintendent of the Department or to the Secretary of the Institute. Such scholars shall, however, execute a bond for the value of the manuscripts required, this value being fixed by the officers in charge of the Library. s. In the case of scholars from outside India all requisitions for loans of Manuscripts shall be made to the diplomatic representatives of the Government of India in the respective countries. In countries where there are no representatives such demands should be made through the High Commissioner for India in Great Britain. Such scholars shall execute the necessary bond with that authority at his discretion. 6. In the case of scholars in India the execution of the bond shall be necessary before the manuscripts are lent out. When the applicant is not sufficiently known to the Superintendent of the Department, this latter officer shall have the power to call upon the applicant to produce a certificate as to his interest in the study of Sanskrit Literature, and of his being a fit person to be entrusted with Government manuscripts. Such a certificate shall have to be signed by Orientalists of recognised position, or by Government officers of provincial or other higher service, not below the rank of a Deputy Collector or Extra Assistant Commissioner. The certificate should contain a reference to works or essays published by the applicant. 7. All applications for manuscripts shall state the reasons for which the manuscripts are required and the period for which the loan is sought.
