If scholars find that, owing to the work on the manuscripts not being completed within the stipulated period, they cannot return the manuscripts when due, they shall, sufficiently in advance, apply in writing to that effect to the Superintendent of the Department, or to the Secretary of State for India in Council, as the case may be. The period of loan will be extended at discretion. In no case, however, shall any maunscripts be allowed to remain with a scholar longer than two years in India, and five years outside India. 13. The Manuscripts Department reserves to itself the right of refusing to lend out any manuscript to any scholars at any time, and in the case of manuscripts lent out, of demanding their return before the expiry of the stipulated period, if the manuscripts be required for library or other purposes. 14. All postal charges shall be borne by the applicant except in the case of foreign applicants applying for the loan of Govt. Mss. through the Secretary of State for India in Council. 15. The Department undertakes to procure on loan, for the members of the Institute, manuscripts from other lending Libraries.
