તે ‘રાજ્ય’નથી, સ્મશાન છે. લેાકેા અજ્ઞાન છે માટે સુધારા થઇ શકતા નથી એ દેશીરાજ્યાનું અહાનુ માત્ર છે, જેમ કે પરદેશીએ હમારા ધરસંસારમાં ડખલ કરે તે હુંમને ઠીક લાગે નહિ એ વિચારથી અમે હમારી સામાજિક બાબતમાં માથું મારતા નથી' એમ કહેનારી શ્રીટિશ રાજ્યસત્તાનુ એ પણ એક બ્હાનું છે. બન્ને ન્હાનામાં નિઅળતા છુપાયલી છે; અને નિર્બળતાના મૂળમાં સ્વાર્થ ત્યાગના અભાવ છૂપાયલે છે. કાને લશ્કરમાં જોડાવાની અને મરવાની ફરજ પાડવી એ જુલમ ગણાય એમ કહેનાર ઇંગ્લાંડે આજે, જ્વેને તે પોતે ધિક્કારતું હતું તે જ ફ્રેડરિક નિત્શેના સિદ્ધાંતને તથા જર્મનેાના ધારાને અનુસરીને ફરજ્યાત લડાયક ધેારણ કેમ દાખલ કરવું પડયું ? જેએ ; પ્રથમ બુદ્ધિથી સ્ટમને સખ્ત ઇલાજ લેવાની હિંમત ધરાવતા નથી તેને એક દિવસ કુદરતના ત્રાસથી ૭૫ ટકા જેટલી પાયમાલી સહન કર્યા પછી તેવી હિંમત ધારણ કરવી પડશે. કુદરતના કાનુન દયાળુ નથી, અટલ છે, વજ્રના હરફ સમાન છે.
