प्रथम प्रधानमंत्री पं. नेहरू जी के समय का प्रधानमंत्री सचिवालय का एक महत्वपूर्ण पत्र
जैनसमाज का एक डेपूटेशन सर सेठ भागचंद जी सा. के नेतृत्व में भारत के प्रधानमंत्री पं. जवाहरलाल जी से 25 जनवरी 1950 को || बजे मिला था। उसके उत्तर में जो उनके सेक्रेटरी ने जो पत्र भेजा था, वह समाज की जानकरी के लिये यहाँ दे रहे हैं। -सम्पादक No. 33/94/50 PMS.

___New Delhi: 31st January, 1950 Dear Sir,
With reference to the deputationof certain representatives of the Jains, who met the Prime Minister on the 25th January, I am desired to say that there is no cause whatever for the Jains to have any apprehensions regarding the future of their religion and community. Your deputation drew attention to article 25, explanation Il of the constitution. This explanation only lay down a rule of construction for the limited purposes of the provision in the Article and as you will notice, it mentions not only Jain's but also Budhists and the Sikhs. It is clear that Budhists are not Hindus. It is, therefore, there is no reason for thinking that Jains are considered as Hindus. It is true that Jains are some ways closely aliked to Hindus and have many customs in common, but there can be no dbout that they are a distinct religious community and contitution does not in any way effect this will recognised position. उक्त पत्र का हिन्दी-अनुवाद प्रिय महोदय, ___अपने धर्म और समुदाय के भविष्य के संदर्भ में कतिपय जैन-प्रतिनिधियों का एक प्रतिनिधिमण्डल प्रधानमंत्री जी से गत 25 जनवरी, 1950 को मिला था। मुझे प्रधानमंत्री जी की
ओर से कहने की अनुमति हुई है कि जैनधर्मावलंबियों को अपने धर्म अथवा समुदाय के लिए परेशान होने की आवश्यकता नहीं है। आपके प्रतिनिधिमण्डल ने संविधान के खण्ड दो अनुच्छेद 25 की ओर ध्यान आकर्षित करने का निवेदन किया है। अनुच्छेद का उपयोग सीमित उद्देश्य के लिए, उसके स्पष्टीकरण से संबंधित है। जैसा कि आपको ज्ञात है. यह जैनधर्म के लिए ही नहीं वरन् बौद्ध और सिख धर्म के लिए भी है। यह स्पष्ट है कि बौद्ध हिन्दू नहीं हैं। अतएव यह सोचना व्यर्थ है कि जैनसमुदाय के लोगों को हिन्दू माना जाये। यह सत्य है कि हिन्दुओं का बहुत-कुछ जैन-लोगों में भी प्रतिबिम्बित है। जैन-समुदाय और हिन्दू-धर्म के अनेक रीति-रिवाज मिले-जुले हैं; लेकिन इसमें भी कोई सन्देह नहीं है कि जैन-समुदाय के लोग पृथक् धार्मिक समुदाय से संबद्ध हैं अतएव संविधान इस सुव्यवस्थित मान्यता प्राप्त स्थिति को कतई प्रभावित नहीं करता। सेवा में, .
