Its meaning is that the beginning of the association of Devayu with Kadayu is only Samatapat, yet it also becomes Apratmatasanyat while taking the blessing of Laya, and in this way, Asamatapat also becomes the bound of Devayu. But from this, it should not be understood that Apratmatasanyat is also the beginning of the binding of Devayu. Apratmatasampat is the beginning of the binding of Devayu.
