अष्टत्रिंशत्तमं पर्व
२६३ तान्' प्रजानुग्रहे नित्यं समाधानेन योजयन् । संमानदानविश्रम्भैः प्रकृतीरनुरक्षयन् ॥२५७॥ पार्थिवान् प्रणतान् यूयं न्यायैः पालयत प्रजाः । अन्यायेषु प्रवृत्ताश्चेद् वृत्तिलोपो ध्रुवं हि वः ॥२५८॥ न्यायश्च द्वितयो दुष्टनिग्रहः शिष्टपालनम् । सोऽयं सनातनः क्षानो धर्मो रक्ष्यः प्रजेश्वरैः ॥२५९॥ दिव्यास्त्रदेवताश्चामूराराध्याः स्युर्विधानतः । ताभिस्तु सुप्रसन्नाभिरवश्यं भावुको जयः ॥२६॥ राजवृत्तिमिमां सम्यक् पालयद्भिरतन्द्रितैः । प्रजासु वर्तितव्यं भो भवद्भिायवर्त्मना ॥२६॥ पालयेद्य इमं धर्म स धर्मविजयी भवेत् । क्षमा जयेद् विजितात्मा हि क्षत्रियो न्यायजीविकः ॥२६॥ इहैव स्याद् यशोलाभो भूलाभश्च महोदयः । अमुत्राभ्युदयावाप्तिः क्रमात् त्रैलोक्यनिर्जयः ॥२६३॥ इति भूयोऽनु शिष्यैतान् प्रजापालनसंविधौ । स्वयं च पालयत्येनान् योगक्षेमानुचिन्तनैः ॥२६॥ तदिदं तस्य साम्राज्यं नाम धयं क्रियान्तरम् । येनानुपालितेनायमिहामुत्र च नन्दति ॥२६५॥
इति साम्राज्यम् । एवं प्रजाः प्रजापालानपि पालयतश्चिरम् । काले कस्मिंश्चिदुत्पन्नबोधे दीक्षोद्यमो भवेत् ॥२६६॥
पृथिवी आदि देवताओंके अंशोंसे अर्थात् उनके वैक्रियिक शरीरोंसे हैं, जो उन देवताओंको समाधानपूर्वक निरन्तर प्रजाके उपकार करनेमें लगा रहे हैं और आदर सत्कार, दान तथा विश्वास आदिसे जो मन्त्री आदि प्रमुख कार्यकर्ताओंको आनन्दित कर रहे हैं ऐसे वे महाराज नमस्कार करते हुए राजाओंको इस प्रकार शिक्षा देते हैं कि तुम लोम न्यायपूर्वक प्रजाका पालन करो, यदि अन्यायमें प्रवृत्ति रखोगे तो अवश्य ही तुम्हारी वृत्तिका लोप हो जावेगा ॥२५४२५८।। न्याय दो प्रकारका है - एक दुष्टोंका निग्रह करना और दूसरा शिष्ट पुरुषोंका पालन करना । यह क्षत्रियोंका सनातन धर्म है। राजाओंको इसकी रक्षा अच्छी तरह करनी चाहिए ॥२५९॥ ये दिव्य अस्त्रोंके अधिष्ठाता देव भी विधिपूर्वक आराधना करने योग्य हैं क्योंकि इनके प्रसन्न होनेपर युद्ध में विजय अवश्य ही होती है ॥२६०॥ इस राजवृत्तिका अच्छी तरह पालन करते हुए आप लोग आलस्य छोड़कर प्रजाके साथ न्याय-मार्गसे बर्ताव करो ॥२६१।। जो राजा इस धर्मका पालन करता है वह धर्मविजयी होता है क्योंकि जिसने अपना आत्मा जीत लिया है तथा न्यायपूर्वक जिसकी आजीविका है ऐसा क्षत्रिय ही पृथिवीको जीत सकता है ॥२६२॥ इस प्रकार न्यायपूर्वक बर्ताव करनेसे इस संसार में यशका लाभ होता है, महान् वैभवके साथ साथ पृथिवीकी प्राप्ति होती है, और परलोकमें अभ्युदय अर्थात् स्वर्गकी प्राप्ति होती है और अनुक्रमसे वह तीनों लोकोंको जीत लेता है अर्थात् मोक्ष अवस्था प्राप्त कर लेता है ॥२६३॥ इस प्रकार वे महाराज प्रजापालनकी रीतियोंके विषयमें उन राजाओंको बार-बार शिक्षा देते हैं तथा योग और क्षेमका बार-बार चिन्तवन करते हुए उनका स्वयं पालन करते हैं ॥२६॥ इस प्रकार यह उनकी धर्मसहित साम्राज्य नामकी वह क्रिया है जिसके कि पालन करनेसे यह जीव इस लोक तथा परलोक दोनों ही लोकोंमें समृद्धिको प्राप्त होता है ॥२६५॥ यह सैंतालीसवीं साम्राज्य क्रिया है।
इस प्रकार बहुत दिन तक प्रजा और राजाओंका पालन करते हुए उन महाराजके किसी समय भेदविज्ञान उत्पन्न होनेपर दीक्षा ग्रहण करनेके लिए उद्यम होने लगता है ॥२६६॥
१ पृथिव्यादिदेवतांशान् । २ स्नेहै: विश्वासर्वा। ३ प्रवृत्तिश्चेत् प०, ल०, द० . ४ निजनिजराज्यलोपो भवति । ५ नियमेन भवति । ६ एवं सति । ७ शिक्षां कृत्वा । ८ पालयत्येतान् ल०, ५०, द०।९ साम्राज्यनामक्रियान्तरेण ।

You should protect the people who have submitted to you with justice. If you are inclined towards injustice, your livelihood will surely be lost. 258. Justice is of two kinds: the suppression of the wicked and the protection of the righteous. This is the eternal Dharma of the Kshatriyas, which should be protected by the rulers. 259. The deities of the divine weapons are also to be worshipped according to the scriptures. With their blessings, victory in battle is certain. 260. You should diligently follow this royal duty, without sloth, and deal with the people justly. 261. He who protects this Dharma becomes victorious in Dharma, for the Kshatriya who has conquered his own self and lives by justice can conquer the earth. 262. By acting justly, one gains fame in this world, acquires great wealth and the earth, and attains liberation in the next world, and gradually conquers the three worlds. 263. Thus, the great kings repeatedly instruct these kings in the ways of protecting the people, and they themselves protect them with constant contemplation of Yoga and Kshema. 264. This is their Dharma-based kingdom, a way of action, by following which one prospers in this world and the next. 265. This is the thirty-seventh kingdom.

Thus, for a long time, they protect the people and the kings. When they develop discrimination, they become eager to take initiation. 266.
