The Ganadhipati-samudracarya (Omniscient Ones) are the eligible yogis, and not others; because the ordinary yogis lack the required qualifications, and therefore they are not eligible for this. And the liberated and perfected Caritas have already attained that kind of yogic perfection, so they no longer need such scriptural study, and hence they too are not eligible here.
Every entity is befitting according to its own eligibility and qualification. Even in ordinary worldly affairs, higher or lower positions are granted according to one's eligibility. Similarly, in the spiritual realm of scriptural practice, the eligibility determines the fitness for spiritual practices. "The establishment of spiritual practices is not possible without the qualified recipient." This is the well-known aphorism of Acarya Haribhadrasuri in the Astaka text.
Just as specific qualities are required for the eligibility of royal authority, similarly, the appropriate qualifications are indispensable for this yogic authority as well. Just as there is a need for progressively increasing eligibility for ordinary academic studies, likewise, there is a need for the appropriate eligibility in the form of gradually ascending spiritual competence for this extraordinary yogic study.
Just as certain qualities like humility, discrimination, understanding, and intellectual development are required even for learning ordinary worldly scriptures, similarly, there is a special need for the appropriate state of qualities for learning this extraordinary spiritual scripture. And such qualifications are surely present in the accomplished yogis engaged in the tradition, and therefore, they alone are the eligible ones for this spiritual science, they alone are the fit and worthy recipients for imbibing the profound spiritual teachings.
The rest who are not yogis, they do not have the eligibility for this scriptural knowledge, because they lack the appropriate qualitative state. They are devoid of the perfection of yoga, and therefore, they are unfit. Just as the unqualified are ineligible for the royal position, similarly, these unfit non-yogis are ineligible for the yogic authority.
Just as the ignorant fool is not befitting to enter the assembly of the wise, similarly, this ignorant non-yogi is not befitting to enter the assembly of the yogis. Just as the one who has not yet mastered the basics is ineligible to sit in the advanced classes, similarly, the one who has not yet even grasped the elementary qualifications is ineligible to participate in this elevated realm of yogic scriptures. Thus, those who lack even the primary qualifications are unfit and ineligible here.
And even the liberated and perfected ones, they too are not the eligible ones for this yogic scripture.
