मोरीशस टापू।
१५९ प्लाण्टरोंके अधीन हैं । कमीशनने सुधार करनेके लिये कितनी ही सिफारिशें की थीं और तदनुसार कुछ सुधार किये भी गये थे, लेकिन तब भी मोरीशस-प्रवासी भारतीयोंकी दशामें कोई विशेष अन्तर नही पड़ा! उनके दुःख ज्योंके त्यों ही बने रहे । एक सरकारी रिपोर्ट में, सन् १८८३ ई० में मोरीशस-प्रवासी भारतीयोंकी जो दशा थी उसके विषयमें लिखा है:
“While the Government of India have taken great care to secure the satisfactory regulation of the Emigrant ships the laws of the Island have been so unjust to the coloerud people, and so much to the advantage of the Planters, that gross evils and abuses have arisen from time to time. In 1871 a Royal commission was appointed to inquire into the abuses complained of various reform were recommended and some improvements have been effected, but the Planters are not remarkable for their respect of the rights of the Coloured people, and the system is liable to gross abuse unless kept under vigilant control by higher authority." __ अर्थात् यद्यपि भारत-सरकारने इस बातके लिये बहुत प्रयत्न किया है कि जिन जहाजोंमें भारतीय मजदूर विदेशोंको भेजे जाते हैं, उनकी अवस्था सन्तोष-जनक की जावे, तथापि इस द्वीपके कानून कृष्णवर्ण आदमियोंके लिये इतने अन्याय-पूर्ण और प्लाण्टरोंके लिये इतने कधिक लाभदायक रहे हैं कि इनकी वजहसे समय समय पर
