Out of scratch he had to build it up slowly. It was only on paper tell them. He was given only a clerk. He came to Muzaffarpur and hired two small buildings-one for his residence and the other for the office. Then he appointed three office peons. He had to get his meals from the hotel for a few months. Next he appointed Sri Rajaram Jain (now Dr. Rajaram Jain) as librarian and a typist named Sri Brajen Jha. He set to work with this skeleton staff and introduced the post graduate classes in Parkrit and Jainology and research class with a negligible library within a short time. Gradually it grew up within five years and became worthy for a Research Institute because of his strenuous efforts for the collection of necessary books, etc. He straightened the affairs of the office very smoothly, single handed and made the path easy for his successors to run the Institute on his outlined path. Sri J.C. Mathur and Dr. Jain had the plan that the Vaishali Institute at Vasukunda, Mahavira Memorial there, the Archaeological Museum near the International Guest House on the bank of Coronation Tank and the future Degree College near the of King Vishal would be established and be connected culturally by exchange of thoughts and ideas of scholars and the people; so that at new Vaishali would emerge with new light. But their dreams or plans remained dreams for want of helpful cooperation of the authorities. Dr. Jain moved in the official circle of Bihar with dignity and self-respect and self-respect without bowing his head down to the crafty officials. Sri R.R. Diwakar and Dr. Zakir Hussain, the successive Governors of Bihar had great respect and every praise for him. Or the visit to our Institute Dr. Zakir Hussain told Dr. jain that the Bihar Government had done the wisest thing by appointing the latter as the first Director of the Institute; and this Infant Institute would be well fed by the Bihar Government, just as the infants of England were well fed by the British Government during the second world war.
