**[7. The rule for the time-bound state of the highest attainment]**
**23.** For a time-bound being, what is the difference in the time of attainment between the highest attainment and the attainment of the lowest state?
**24.** The answer is as follows:
**25.** For example,
**26.** The time of the karmic action of the lowest state is short.
**27.** The time of the karmic action of the highest state is countless times longer than the time of the karmic action of the lowest state.
**28.** The time of the karmic action of the lowest state is an infinitesimal fraction of the time of the karmic action of the highest state.
**29.** Therefore, the difference in the time of attainment between the highest attainment and the attainment of the lowest state for a time-bound being is countless times greater.
**30.** Now, who attains the highest attainment?
**31.** The highest attainment is attained by a hell-being on the seventh earth. The explanation is as follows: The hell-being who is born after the time of the highest attainment, and whose time of birth is longer than the time of the lowest state, that is, who has attained the lowest state, attains the highest attainment.
**32.** Furthermore, during this time, this hell-being has repeatedly attained the highest state of attainment, and has also attained the highest state of growth.
**33.** This hell-being has attained the highest state of attainment and growth due to the highest state of attainment and growth.
