નીતિશાસ્ત્રપ્રવેશ પરમાર્થબુદ્ધિ સરખાં જ ગણતા નથી પણ તે સ્વતઃ ન્યાયપ્રિય અને નીતિમાન છે, તેમજ નીતિપ્રિય ભક્તોને વત્સલ, સહાયકારી અને નેતા છે; તે માણસને નીતિમત્તાની જે કિંમત લાગશે, નીતિ વિષે જેટલું આદર અને ઉત્સાહ પ્રાપ્ત થશે. તેટલે નાસ્તિક મનુષ્યને મળી શકશે નહિ. આ ઉપરથી જણાય છે કે, નીતિશાસ્ત્રનું પૂર્ણ મહત્ત્વ અને બંધકવ કાયમ રાખવું હોય તે તેને ધર્મશાસ્ત્રનો આધાર હોવો જોઈએ. નિદાન એટલું તો માન્ય કરવું જ જોઈએ કે નીતિશાસ્ત્રનાં ઉચ્ચતર ધ્યેય ઈશ્વરાધિકાન સિવાય વિશેષ ફૂર્તિદાયક થશે નહિ. ધર્મશાસ્ત્ર એ આ રીતે નીતિશાસ્ત્રને પાયો છે

If the most we can say for morality on the causal side is that it is the product of non-moral and ultimately of material agents, guided up to a certain point by selection and thereafter left to the sport of chance, a sense of humour, if nothing else should prevent us wasting fine language on the splendour of the moral law and the reverential obedience owed it by mankind. That debt will not long be paid, if morality comes to be generally regarded as the causal effect of petty causes; comparable in its lowest manifestations with the appetites and terrors which rule, for their good, the animal creation; in its highest phases no more than a personal accomplishment, to be acquired or neglected at the bidding of individual caprice. More than this is needed if the noblest ideals are not to lose all power of appeal. Ethics must have its roots in the divine and in the divine it must find its consummation."
