आभाषिक, अणक्क, चीन, ल्हासिक, खस, खासिक, नेहुर, महाराष्ट्र, मौष्टिक, आरब, डोबलिक, कुहण, म कैकय, हूण, रोमक, रुरु, मरुक, चिलात आदि म्लेच्छ देशों के निवासी, जो पाप बुद्धि वाले हैं, (वे हिंसा के में प्रवृत्त रहते हैं)।
20. In addition to the above mentioned people, there are many rustic tribes who are always engaged in violence.
[Q.] Which are those tribes ?
(Ans.) They are Shakas, Mohammadens, Shabar, Babbar, Kaya, Murund, Uda, Bhadak, Tittik, Pakkanik, Kulaksh, Gaur, Simhal, Paras, Cronch, Andhra, Dravid, Bilval, Pulind, Aarosh, Daumb, Pokan,
Gandhar (natives of Kandhar), Bahaleek, Jalla, Romans, Maas, Bakush, + Malaya, Chunchuk, Choolik, Konkan, Med, Panhav, Malav, Mahur,
Abhashik, Anakk, Chinese, Lhasik, Khas, Khasik, Nehur, Maharashtra, Maushtik, Arabs, Daublik, Kuhan, Kaikaya, Hun, Romak, Ruru, Maruk, Chillat and the like natives of uncivilized areas. They have maligned mind (They remain engaged in violence).
विवेचन : प्रस्तुत सूत्र में जिन म्लेच्छ जातियों का नामोल्लेख किया गया है, वह किसी जाति विशेष पर आक्षेप नहीं है, किन्तु ये जातियाँ प्रायः संस्कारों व वातावरण के कारण खूखार, हिंसा-प्रेमी और बर्बर स्वभाव । की होती हैं। इनके अतिरिक्त जो भी हिंसा आदि क्रूर कर्म करते हैं, शास्त्रकार ने उन्हें म्लेच्छ व मन्द बुद्धि कहा
है। क्योंकि वे कठोर निर्दय स्वभाव के साथ अपनी आत्मा के हिताहित के ज्ञान से शुन्य होते हैं। हिंसा के कट परिणामों से अनभिज्ञ होते हैं। इनमें से अधिकतर अपनी आजीविका के लिए हिंसा करते हैं। कुछ लोग आमोद-प्रमोद मनोरंजन के लिए तथा कुछ रसलोलुपतावश जीभ के स्वाद तथा शरीर-पोषण के लिए हिंसा करते हैं।
Elaboration In this Sutra, the mention of some tribes as uncivilized (malechh) is not an aspersion on any particular tribe. But these tribes, primarily because of the environment and the set up in which they live, had become dreadful, addicted to violence and cruel. Further the author has called all those as malechh and of malign intellect who do activities of violence. It is because they are not only devoid of compassion but they do not have any awareness for the welfare of their soul also. They are ignorant of the consequences of the violent behaviour. Most of them engage in violence for their livelihood. Some of them commit violence for enjoyment, same for their taste and some for nourishing their physical body.
