$$$$$ $$ 70. They bring ill fame and dishonesty to their family by their activities relating to stealing. Before committing theft that frightens others, the thieves among themselves plan where should they commit theft. They cause disturbance in the functioning of many people. In their intoxicated state they attack sleeping people and even those who have trust in them. They overpower those who are adversely in a state of intoxication. They commit theft at the time of festivals or when others are engaged in bad habit or are in trouble. They wander about hither and thither in a ferocious state, thirsty of blood of others like a leopard. They transgress the law of the state. The noble people condemn them. They commit bad deed. Such thieves face dire consequences as a result of their own deeds. They bear troubles. They always have a restless, sadly affected and ill bent of mind. They take away money belonging to others. ७१. तहेव केइ परस्स दव्वं गवेसमाणा गहिया य हया य बद्धरुद्धा य तुरियं अइधाडिया पुरवरं समप्पिया चोरग्गह-चारभडचाडुकराण तेहि य कप्पडप्पहार-णिद्दयआरक्खिय-खरफरुसवयण-तज्जणगलच्छल्लुच्छल्लणाहिं विमणा चारगवसहिं पवेसिया णिरयवसहिसरिसं।
तत्थवि गोमियप्पहार-दूमणणिभच्छण-कडुयवयणभेसणगभयाभिभूया अक्खित्तणियंसणा मलिणदंडिखंडणिवसणा उक्कोडालं-चपासमग्गणपरायणेहिं दुक्खसमुदीरणेहिं गोम्मियभडेहिं विविहेहि बंधणेहिं।
७१. पहले कहे अनुसार दूसरों का धन चुराने की फिराक में फिरते हुए कई चोर (आरक्षकोंपुलिस आदि के द्वारा) पकड़ लिए जाते हैं और उन्हें मारा-पीटा जाता है, रस्सों आदि से बाँधा जाता है
और कारागार में कैद किया जाता है। उन्हें जल्दी-जल्दी खूब घुमाया-दौड़ाया जाता है। बड़े नगरों में पहुँचाकर उन्हें पुलिस आदि अधिकारियों को सौंप दिया जाता है। तत्पश्चात् चोरों को पकड़ने वाले, चौकीदार, सिपाही मीठी-मीठी बातें बनाकर उन्हें कारागार में ढूंस देते हैं। चमड़े के चाबुकों के प्रहारों से, कठोर हृदय सिपाहियों के तीक्ष्ण एवं कठोर वचनों की डाट-डपट से तथा गर्दन पकड़कर धक्के देने से उनका चित्त खेदखिन्न होता है। उन चोरों को नरकावास सरीखी काल कोठरी में जबर्दस्ती घुसेड़ दिया जाता है।
(किन्तु कारागार में भी उन्हें चैन कहाँ ?) वहाँ भी वे कारागार के अधिकारियों द्वारा विविध प्रकार
