## Thirty-ninth Chapter
65
He punished the arrogant kings and bestowed favors upon those who performed good deeds. This is the justice of the Kshatriya, for the sake of the welfare of the people. ||27||
The king Bharat did not only strive for the well-being of the people for the sake of the world's stability, but also for the protection of those who protected the people. He always considered their welfare. ||28||
The people of a single kingdom are considered to be of four varnas: Brahmana, Kshatriya, Vaishya, and Shudra. But the people of the Chakravarti are the kings who have been subdued. Therefore, it is appropriate for the Chakravarti to be concerned about the kings as well as the people. ||29||
The only means of achieving all of Bharat's goals was punya (merit), and the Chakra Ratna was the support of that punya. Both punya and Chakra Ratna were the limbs of his accomplishment (victory), while the rest, like elephants, horses, etc., were the limbs of the army, only for splendor. ||30||
Thus, by forcibly taking salutations from the kings of the mandala, the Chakravarti only humbled them, not destroying their love for his service. ||31||
Coming to each encampment, many kings, bearing the command of Bharat to protect life on their heads, paid their respects to him. ||32||
The Maharaja Bharat bestowed great rewards upon the kings who paid their respects to him. This is appropriate, for what service is ever rendered to the Kalpavriksha without fruit, or with little fruit? ||33||
The Emperor Bharat, by looking at many kings, smiling at many kings, laughing at many kings, conversing with many kings with trust, and honoring many kings, made them happy. ||34||
He expressed his happiness by smiling at many kings, expressed his trust by conversing with many kings, expressed his joy by laughing at many kings, and expressed his love by looking at many kings. ||35||
