Those who engage in play in a manner that is contrary to their true nature are called mlechchas. They are characterized by six types of behavior that deviate from the noble qualities; such as Shaka, Yavana, Khaja, Shakhara, Pulinda, and others. All those who dwell in the fifty islands and those who arise in various lands are also mlechchas.
The "land of spiritual friends" refers to a place where those who know the path to liberation and instruct others can be born; this is the land of spiritual friendship. In the two and a half islands, there are thirty-five regions with human births, which are referred to as the fifty islands; among them, the said types of regions are only fifteen, such as the five Bharat, five Airavat, and five Videha. Excluding these, the remaining twenty regions and all islands are devoid of human forms. Although Devakuru and Uttarakuru are within the realm of Videha, they do not belong to this category of regions; because the presence of dual dharma does not allow for the attainment of character, just as the areas like Haivamt and others do not exist in the akarma regions.
The condition of human beings and the state of existence is only validated by the three stages of excellence in life and the lowly state; similarly, the superior and inferior states of other beings are just like that of humans, that is, by the three stages of validity and the last validation.
