Chapter 3 - Sutra 7-18
According to 151, some deities occasionally go to their father's past life friend's hell with the intention of relieving their suffering. However, these deities can only go to the three realms; beyond that, the supreme dharma being, known as Narakamal, has been residing in the first three realms since birth. Other deities are not found in the first realm.
