સર્વ જાતિની પ્રજાને સમાન ગણવાનો રાજધર્મ ૨૩ Lord Palmerston's despatch to Sir H. Seymour, the English minister at Lisbon, dated 5th February 1847.
“ The Queen should remember that unless she “shows herself to be the Sovereign of the whole nation, "she cannot expect the whole nation to regard and “love her as their Sovereign; and that a throne whose "stability rests on the point of the bayonet has a very "ticklish and uncertain basis. Pray preach all these things, "and such others as may occur to you in the same spirit.”

જેણે અન્યાય કર્યા હોય છે, તેને એવા કોઈ અસાધારણ સૂકમ સમયમાં ભારે ભય રહે છે. પેલા પોતે જ કરેલા અન્યાય તે કાલે ભયને વેશ ધરી બેસે છે; અને તેને બીવરાવે છે. ફાર્બસે તો ન્યાય અને લેકનું કલ્યાણ જ કમ્યાં કર્યું હતું, તેથી એવા ભયંકર કાલમાં પણ તેનું મન સદા નિર્ભય રહેતું હતું. પોતાના અન્ય યૂરોપીય મિત્રોને પણ પત્ર દ્વારા નિર્ભય રહેવાનું કારણ સહિત લખી તેઓની ચિંતા ઓછી કરાવતા. એ રીતિએ પિતાના અનુભવથી તેઓના મનનું સમાધાન કરી બહુ યૂરોપીને અને તેઓની સુકુમારી સ્ત્રીઓને ભયના ભારે દુઃખથી મુક્ત કર્યો છે. એક મિત્રને ફાર્બસ લખે છે કે:-“We are all right here, though
some of us very absurdly alarmod, and people who 'know nothing of what has gone on for the last thirty years, are very distrustful of the Gaekwad, the Rajput chiefs and every body in general.” “અમે તે નિર્ભય સ્વસ્થ છિયે, જે કે આપણુમાંના કેટલાક નિરર્થક ભયભીત થઈ રહે છે; અને જે લેકીને ગયાં ત્રીશ વર્ષમાં શું શું થયું છે તેની કંઈ જાણ નથી તેઓને ગાય“કવાડને, રજપૂત રાજાઓને અને સાધારણતઃ કાઈ એકનો પણ વિશ્વાસ “આવતું નથી.” એમ રાજ્યકર્તા લોકને શૈર્ય આપતા અને તેથી વિશ્વાસ ન ત્રુટી સમાધાન રહેતું. ભારે બળવાના સમયમાં પણ ગૂર્જરાતમાં શાંતિ રહી હતી તેમાં ફાર્બસ જેવા સંગ્રહસ્થાના સગુણથી અને વિવેકથી રાજ્યકર્તાને અને પ્રજાને સંબંધ ગુજરાતમાં સજજડ રહેતો-એ એક મુખ્ય કારણ હતું. એ સંબંધમાં ફાર્બસને એક પત્ર લખી સરકારે ઉપકાર માન્યો છે.
