According to the Puranas, Sukra is said to have cursed liquor to the effect that the Brahmin who happens to drink it commits sin; and the repetition of this Mantra is intended to remove the power of the curse thus pronounced on liquor.

शुक्रशापविमोचनमहामन्त्रस्य शुक्र ऋषिः, देवी गायत्री छन्दः, शुकशापविमोचनार्थे जपे विनियोगः ।
Ind:
ऐं शुक्रशापविमोचनाय कीं अमोघानाय सौः मोचय मोचम
स्वाहा ।
