भारतमै दुर्भिक्ष ।

ओर जो इतने कड़े और अधिक दुर्भिक्ष पड़े हैं, उनका कारण किसानोंका सम्पूर्ण निर्धन होना और बहुत पुरानी दरिद्रता है । ये किसान दुनिया भरमें सबसे अधिक निर्धन और विपत्ति-प्रस्त हैं।"
लार्ड कर्जनके नाम खुली चिट्ठीमें बाबू आर० सी० दत्त लिखते हैं:
“They can save nothing in year of good harvest, and consequently, every year of draught is a year of famine."
अर्थात् वे अच्छी फसल में कुछ बचा कर नहीं रख सकते, और इसका फल यह होता है कि जिस साल पानी ठीक तरह पर न बरसा कि बस देशमें दुर्भिक्ष पड़ा।" 'प्रास्परस ब्रिटिश इण्डिया, पृष्ठ १६६ में लिखा है किः
"......That he finds slarvation invariably staring him in the face, if any disorder overtakes that little crop which is the only thing which stands between him and death."
