जाता | अब तक मोरीशस - प्रवासी भारतवासी शान्तिके साथ इस स्थिति में रहे हैं, लेकिन भविष्य में यह स्थिति कायम नहीं रह सकती । और तो और सर फ्रान्क स्वीटनहम जैसे बोर एंग्लो-इंडियनने जो पिछले रायल कमीशनमें नियुक्त हुए थे, लिखा था:
For the last three quarters of a century it had been found possible for the colonial Government to regard the Indian as a stranger among a people of European civilization-a stranger who must indeed be protected from imposition and ill-treatment and secured in the exercise of his legal rights, but who has no real claim to a voice in the ordering of the affairs of the colony. From. what we have learnt during our inquiry we very much doubt whether it will be possible to continue this attitude. The Indian population in the colony has no natural inclination to assert itself in political matters, so long as reasonable regard is paid to its desires on a few questions to which it, not unreasonably, attaches importance."
अर्थात् - पिछले ७५ वर्ष से मोरीशस सरकार यह समझती रही है कि मोरीशस प्रवासी हिन्दुस्तानी इस उपनिवेशमें यूरोपियनोंके बीच में विदेशी हैं, जिनका बचाव छल, कपट और बुरे बर्ताव से तो जरूर करना चाहिए ताकि वह अपने न्याय पूर्ण अधिकारोंका प्रयोग कर सके, लेकिन इस उपनिवेशके मामलों को तय करनेका
