तीन परिषदा-सभी विमानाधिपति देवो की तीन परिषदाये होती है--आभ्यन्तर, मध्यम और बाह्य।
(१) जिनसे अपने अन्तरग, गुप्त, गूढ रहस्यो के विषय मे विचार किया जाता है, ऐसे परम * विश्वसनीय समवयस्क मित्र समुदाय को आभ्यन्तर परिषद्। ।
(२) आभ्यन्तर परिषद् मे चर्चित एव निर्णीत विचारो के लिए जिसकी सम्मति ली जाती है, उसे मध्यम परिषद्।
(३) आभ्यन्तर तथा मध्यम परिषद् द्वारा विचारित, निर्णीत एव सम्मत कार्य को क्रियान्वित करने का दायित्व जिसे सौपा जाता है, उसे बाह्य परिषद् कहा जाता है।
सात सेनायें-(१) अश्व, (२) गज, (३) रथ, (४) पदाति, (५) वृषभ, (६) गधर्व (गायक), और (७) नाट्य (नृत्य करने वाले)। ये सेनाओं के सात अग है। इनमे से आदि की पॉच सेना का युद्ध के लिए " और अन्तिम दो का आमोद-प्रमोद के लिए उपयोग किया जाता है। ये सभी अपने-अपने अधिपति के * नेतृत्व मे कार्य सम्पादित करने में सक्षम होने के कारण इनके सात सेनापति अनीकाधिपति कहलाते है। * आत्मरक्षकदेव-ये देव अस्त्र-शस्त्रो से सुसज्जित होकर अपने अधिपतिदेव की रक्षा करने मे तत्पर
रहते है। यद्यपि इन्द्र आदि देवो को किसी का भय नहीं होता कि आत्मरक्षको की आवश्यकता हो, परन्तु * यह भी इन्द्र का एक प्रकार का ऐश्वर्य वैभव है।
Elaboration—This Sutra narrates the grandeur of Suryabh Dev and his cabinet. 9 Samanik Dev—All these gods are equal in radiance and grandeur in
comparison with their king, so they are called Samanik gods. But they * obey the order of the head of the Viman. They are treated by the chief like
brothers. 9 Agra-mahishi (The Head Queen)-The wife of the king decorated with the royal symbol is called Mahishi. All the other wives are called Bhogini In order to indicate the greatest importance of the head queen amongst all the wives of the king in the royal family, the word 'agra' is used as an adjective with Mahishi.
Three Cabinets (Parishad)--All the Vaimanic celestial gods have three assemblies or cabinets. They are the inner cabinet, the middle MES cabinet and the outer cabinet.
(1) The inner cabinet comprises of the most trust-worthy friends who are of same age-group. The topics of intricate and secret nature are discussed with them.
(2) The middle cabinet is that assembly whose view-point is * considered about the matters discussed and decided in the inner cabinet.
(3) The outer cabinet or assembly is given the responsibility of executing the decision taken by the inner and the middle cabinet.
