કલમ ૪૮ માં માન” અને ‘સાયન્ટીફિક’ લાઈનને બદલે ખેતી અને પશુઉછેર, “ભારતીય પરપરા” પ્રમાણે જે સુધારા સૂચવ્યા છે, તેનું કારણ એ છે કે સરકારી અને અર્ધ સરકારી અથવા તેા ખાનગી ગેાશાળાઓમાં પણ સરકારી ગ્રાન્ટ મેળવવા માટે રાખવામાં આવેલા આધુનિક પશુશાસ્ત્રીઓએ છેલ્લાં સે! વરસમાં આપણું પશુધન સુધારવાને બદલે તેને અતિશય કંગાલ બનાવીને તેમનું નિકંદન કાઢી નાખ્યું છે, જ્યારે આપણા માલધારીએ, જેમના લાહીમાં છેલ્લા ચાર યુગથી પશુ ઉછેરવાનું જ્ઞાન છે, તેમણે સરકારની આર્થિક અને ઔદ્યોગિક નીતિ વડે ઊભા થએલા પહાડ જેવા અવાયા વચ્ચે પણ આપણા શ્રેષ્ઠ પશુધનને સાચવ્યું છે અને સરકારી, અર્ધસરકારી કે ખાનગી ડેરીઓને અને ગોશાળાઓને શ્રેષ્ઠ ગાયા પૂરી પાડી છે.
આ હકીકત સાબિત કરે છે કે પશુઉછેરની આપણી પૂર્વકાળથી ચાલી આવતી ભારતીય પર પરા શ્રેષ્ઠ છે અને પશ્ચિમની આધુનિક અને વૈજ્ઞાનિક રીત આપણા સમસ્ત રાષ્ટ્રનું નિકંદન કાઢનારી છે.
