According to the words used in Acarangasutra Sru. 2, Ch. 5, Uddeshaka 1, the commentator has given the explanation. The text before them was similar to the Acarangasutra. The available original text of Nishithasutra is not found in any other sutra. And it was also not before the commentator, as is clear from his explanation. Therefore, here the text of Acarangasutra and the commentary-approved text is given.
In these 12 sutras, the meaning of "dharei" is to keep, and "pinddhei" is to wear and use.
In some copies, the verb "paribhujjai" is found instead of 'pinddhei', which is likely a scribal error after the commentator.
Expiation for body movement:
13. A monk who, with the intention of sexual intercourse with a woman, grasps or moves her eye, thigh, abdomen or breast, or approves of one who does so, (he obtains the Guruciaumasi expiation).
Explanation - "Akkha nama sankhaniya-padesa" - the genital region.
"Ahava annataraṃ indriya-jataṃ akkhaṃ bhannati" - or any sense organ is called 'akkha'. "Akkha-cakṣuḥ" - Rajendra Kosh Bha. ? The word 'akkhapaya'. Here, the meaning of the genital form is relevant. Expiation for bodily activities, etc.
14-67. A monk who, with the intention of sexual intercourse with a woman, rubs or massages each other's feet, or approves of one who rubs or massages, should be understood in the same way as the 54 sutras of the Third Uddeshaka (Sutras 16 to 69). Up to a monk who, with the intention of sexual intercourse with a woman, covers or approves of one who covers each other's heads while wandering from village to village. (He obtains the Guruciaumasi expiation).
Explanation - The word 'annamannassa' here indicates that these expiation sutras are said when two monks engage in the activities mentioned in the sutras. The commentator has said that the meaning should be understood to include activities with a woman or a eunuch as well.
Expiation for sitting on conscious earth, etc.:
68. A monk who, with the intention of sexual intercourse with a woman, makes another sit or stand on the 'anantara-hiya' (uninterrupted) earth, or approves of one who does so.
