टीका-इस सूत्र में प्रतिपादन किया गया है कि नास्तिक आत्माएं त्रस प्राणियों के साथ सदा धान्य आदि के समान निर्दयता का व्यवहार करते हैं | वे जैसे वनस्पति तथा धान्य आदि को परिपक्व होने से पूर्व ही निर्दयता-पूर्वक मसल डालते हैं, इसी प्रकार सब तरह के जल-चर, स्थल-चर और खे-चर जीवों के प्रति भी उनके चित्त में दया का भाव नहीं होता । वनस्पति और धान्य के समान ही वे सर्वथा निरपराधी जीवों का क्रूरता से छेदन-भेदन करते हैं और उससे जरा भी नहीं झिझकते, क्योंकि नित्य हिंसावृत्ति में लिप्त रहने के कारण उनके चित्त में दया लेश-मात्र भी अवशिष्ट नहीं रहती । रक्षा का भाव तो उनके चित्त से सर्वथा उड़ ही जाता है ।
प्रतिदिन हिंसा करना उनको इतना साधारण प्रतीत होता है जैसे धर्मानुयायियों को अपने इष्ट देव का भजन । वे जैसे धान्यादि को काटते हैं, कूटते हैं, पीसते हैं तथा पकाते हैं इसी प्रकार पञ्चेन्द्रिय त्रसों के साथ भी उनका व्यवहार होता है । उनका अनुकरण कर उनके कुटुम्बी जन भी प्रायः इसी रास्ते पर राजा चलता है उसी पर प्रजा के लोग चलने लगते हैं |
'कलम' शाली विशेष का नाम है | 'मसूर' वृत्ताकार एक धान्य विशेष होता है । 'निष्पाव' वल्ला का नाम है । 'कुलत्थ' चपलाकार होता है, सौराष्ट्रादि देश में इसको 'चपटिका' के नाम से पुकारा जाता है । 'अलिसिंदक' चपलका धान्य विशेष को कहते हैं ।
अब सूत्रकार पुनः इसी विषय में कहते हैं:
जावि य से बाहिरिया परिसा भवति, तं जहा-दासेति वा पेसेति वा भितएति वा भाइल्लेति वा कम्म-करेति वा भोगपुरिसेति वा तेसिंपि य णं अण्णय-रगंसि अहा-लहुयंसि अवराहसि सयमेव गरुयं दंडं वत्तेति, तं जहाः___यापि च तस्य बाह्या परिषद् भवति, तद्यथा-दास इति वा प्रेष्य इति वा भृतक इति वा भागिक इति वा कर्मकर इति वा भोग-पुरुष इति वा तेषामप्यन्यतरस्मिन् यथा-लघुकेऽपराधे स्वयमेव गुरुकं दण्डं वर्तयति, तद्यथाः

Commentary - This sutra expounds that the non-believer souls always behave with ruthlessness towards the mobile beings, just as they do with plants and grains. Just as they mercilessly crush the plants and grains even before they ripen, similarly, they have no compassion in their hearts for all kinds of aquatic, terrestrial and aerial beings. Like plants and grains, they ruthlessly cut and tear apart the completely innocent beings, and do not hesitate at all, because due to being engrossed in the eternal habit of violence, not even a trace of compassion remains in their minds. The feeling of protection also completely vanishes from their minds.

Committing violence daily appears to them as ordinary as the worship of their desired deity to the followers of religion. Just as they cut, crush, grind and cook the grains, similarly, they behave with the mobile five-sensed beings. Imitating them, even their family members also mostly walk on the same path, and the common people also start walking on that path.

'Kalam' is the name of a special grain. 'Masur' is a round-shaped grain. 'Nishpav' is the name of a bean. 'Kulttha' is angular, and in the Saurashtra region, it is called 'Chapattika'. 'Alisindak' refers to a special grain.

Just as his external circle (of associates) is, such as slave, messenger, servant, partner, worker, or enjoyment-person, in the same way, he himself metes out severe punishment even for their minor offenses.
