[Ans.] Gautam! Some jiva ( living being) can and some cannot tonsure f his head, renounce his home and get initiated to accept the life of a homeless-ascetic (anagaar) even without hearing it from (these ten) the omniscient ... and so on up to ... or his female devotee (upaasika).
४. [ प्र. २ ] से केणट्टेणं जाव नो पव्वज्जा ?
[ उ. ] गोयमा ! जस्स णं धम्मंतराइयाणं कम्माणं खओवसमे कडे भवति से णं असोच्चा केवलिस्स वा जव केवलं मुंडे भवित्ता अगाराओ अणगारियं पव्वज्जा, जस्स णं धम्मंतराइयाणं कम्माणं खओवसमे नो कडे भवति से णं असोच्चा केवलिस्स वा जाव मुंडे भवित्ता जाव णो पव्वज्जा, से तेणट्टेणं गोयमा ! जाव नो पव्वज्जा ।
४. [ प्र. २ ] भगवन् ! किस कारण से यावत् कोई जीव प्रव्रजित नहीं हो पाता ?
[ उ. ] गौतम ! जिस जीव ने धर्मान्तरायिक कर्मों का क्षयोपशम किया हुआ है, वह जीव केवलि आदि से सुने बिना ही मुण्डित होकर अगारवास से अनगारधर्म में प्रव्रजित हो जाता है, किन्तु जिस जीव के धर्मान्तरायिक कर्मों का क्षयोपशम नहीं हुआ है, वह मुण्डित होकर अगारवास से में प्रव्रजित नहीं हो पाता। इसी कारण से हे गौतम ! यह कहा गया है कि यावत् वह (कोई जीव ) प्रव्रज्या ग्रहण नहीं कर पाता ।
4. [Q. 2] Bhante ! Why is it said that and so on up to... some cannot get initiated to accept the life of a homeless-ascetic (anagaar)?
[Ans.] Gautam ! A jiva who has accomplished destruction-cumpacification of Dharmantarayik karma (religion hindering karma) can tonsure his head, renounce his home and get initiated to accept the life of a homeless-ascetic (anagaar) even without hearing it from (these ten) the omniscient and so on .... And a jiva who has not accomplished destruction-cum-pacification
of Dharmantarayik karma (religion hindering karma) cannot tonsure his head, renounce his home and get initiated to accept the life of a homeless-ascetic (anagaar) without hearing it from (these ten) the omniscient ... and so on..... Gautam ! That is why it is said that and so on up to... cannot tonsure his head, renounce his home and get initiated.

विवेचन : धम्मंतराइयाणं कम्माणं धर्म में अर्थात् चारित्र अंगीकार रूप धर्म में अन्तराय - विघ्न डालने वाले कर्म । धर्मान्तरायिक कर्म अर्थात् वीर्यान्तराय एवं विविध चारित्रमोहनीय कर्म ।
अनगारधर्म
Elaboration-Dhammamantaraiyaanam kammanam-the karma that hinders passage into religion effected by initiation into the order. This includes Viryantaraya karma (potency hindering karma) and various Chaaritra mohaniya karmas (conduct deluding karmas).
