जहाँ प्रणय से प्रसन्न शृंगार धारण करनेवाला स्त्रीसमूह बैठा हुआ है। जहाँ यष्टि धारण करनेवाले भक्तिनिष्ठ श्रेष्ठ प्रतिहारी मनुष्य लोगों का नियंत्रण करते हैं। राजा के सामने थूकना, जँभाई लेना और हँसना सेवा का दूषण माना जाता है। पैर हिलाना, तिरछा देखना, हकारना, भौहों का संचालन करना, खाँसना, चोटी खोलना, हाथ मोड़ना, दूसरे के आसन को खिसकाना, सहारा लेना, दर्पण देखना, अत्यधिक बोलना, अपने गुणों की प्रशंसा करना, अत्यन्त विकारग्रस्त होना, शरीर को देखना, इष्ट, आगम और देब को निन्दा करना, पैर फैलाना (इसके सिवा) और जो विनय से रहित तथा गुरुजनों के द्वारा गहिंत बातें हैं, उन्हें नहीं करना चाहिए। राजा के आदमी को मानना चाहिए और अपनी दीनता को छिपाना चाहिए।
