सब नियोगों में शुद्धि दिखायी जाये (अर्थात् जिसे जो काम करना है उसे वह काम दिखाया जाये), हृदय के द्वारा प्रेषित विविध रूप धारण करनेवाले गूढ़पुरुष उसके रहस्य का भेदन कर देते हैं। गूढ़पुरुषों को भी को गाम्भीर्य का सहारा लेना चाहिए। स्त्रियों को देखकर उनमें कामुकता छोड़ दी जाये। चपलता और असमय प्रतिगूढ़ पुरुषों के द्वारा जानना चाहिए, और उनमें जो विरुद्ध हों उनको नष्ट कर देना चाहिए। निर्दोषकाल गमन छोड़ दिया जाये, दुष्ट की संगति और दुर्व्यसनों में प्रवर्तन भी। नारी, जुआ, मदिरा और पशुबध ये चारों में (राजा को) गमन करना चाहिए। प्रचुर अन्नकण, तृण और जल से भरपूर महीतल में ठहरना चाहिए। दारुण और काम उत्पन्न करनेवाले हैं। अन्याय से धन का नाश नहीं करना चाहिए। तीखा दण्ड, कठोर भाषण हीन अथवा समान व्यक्ति के साथ युद्ध करना चाहिए, शक्तिशाली से दान देकर सन्धि करनी चाहिए, दुर्गाश्रित और क्रोध का उत्पन्न होना-ये तीन व्यसन हैं जिन्हें मैं राजाओं के शासन में जानता हूँ। इन सात बातों को के साथ भी सन्धि करनी चाहिए, मित्र होते हुए भी शत्रुत्व को न जानने दिया जाये। इस प्रकार अलभ्य अधिक से न किया जाये, छह प्रकार के अन्तरंग शत्रुओं को भी हृदय में स्थान न दिया जाये। देशमण्डल प्राप्त कर लिया जाता है। उसके परिरक्षित होनेपर अभिलषित फल किया जाये। प्रशस्त लोगों
घत्ता-क्रोध, मद, लोभ, मान और काम के साथ हर्ष को छोड़ो, गुरु घोषित करते हैं कि इनके नाश को धन दिया जाये। उन्हें अठारह तीर्थ भी दिये जायें। तीर्थों से राज्य स्थिर रूप से रखा जाता है, और राज्यालय के फलस्वरूप श्री होगी॥११॥
