महापुराणम्
तवा सर्वोपधाशुद्धो मन्त्री जानपवादिभिः । अनवद्यमति म लक्षितो मन्त्रिलक्षणः ॥२२॥ धर्म्यमथ्यं यशस्सारं ससौष्ठवमनिष्ठुरम् । सुविचार्य वचो न्याय्यं पथ्यं प्रोक्तुं प्रचक्रमे ॥२३॥ मही व्योम शशी सूर्यः सरिदीशोऽनिलोऽनलः । त्वं त्वत्पिता घनाःकालो जगत्क्षेमविधायिनः ॥२४॥ विपर्यासे विपयतिभवतामनुवर्तनात् । वर्तते सृष्टिरेषा' हि व्यक्तं युष्मासु तिष्ठते ॥२५॥ गुणाःक्षमादयः सर्वे व्यस्तास्तेषु क्षमादिषु'। समस्तास्ते जगढवयंचक्रिणि त्वयि च स्थिताः ॥२६॥ च्यवन्ते स्वस्थितेः काले क्वचित्तेऽपि क्षमादयः । न स कालोऽस्ति यः कर्ता प्रच्यतेर्युवयोः२ स्थितेः ॥२७॥ सृष्टिः पितामहेनयं३ सृष्टनां" तत्समपिताम्"पाति सम्राट पिता तेऽद्य तस्यास्त्वमनुपालकः ॥२८॥ दैबमानुषबाधाभ्यः क्षतिः कस्यापि या क्षितौ । ममैवेयमिति स्मृत्वा समाया त्वयैव सा ॥२६॥ क्षतात् त्रायत इत्यासीत् क्षत्रोऽयं भरतेश्वरः। सुतस्तस्यौरसो० ज्येष्ठःक्षत्रियस्त्वं तदादिमः ॥३०॥ त्वत्तो न्यायाः प्रवर्तन्ते नूतना ये पुरातनाः। तेऽपि त्वत्पलिता एव भवन्त्यत्र पुरातनाः ॥३१॥
ही राजा लोग उसके सहायक हो गये थे सो ठीक ही है क्योंकि पापक्रियाओंके प्रारम्भमें सहायता देनेवाले सुलभ होते हैं ॥२०-२१॥ उस समय जो सब उपधाओंसे शुद्ध हैं तथा जनपद आदि मंत्रियोंके लक्षणोंसे सहित हैं ऐसा निर्दोषबुद्धिका धारक अनवद्यमति नामका मंत्री अच्छी तरह विचारकर धर्मयुक्त, अर्थपूर्ण, यशके सारभूत, उत्तम, कठोरता रहित, न्यायरूप और हितकारी वचन कहने लगा ॥२२-२३॥ उसने कहा कि पृथिवी, आकाश, चन्द्रमा, सूर्य, समुद्र, वायु, अग्नि, तू, तेरा पिता, मेघ और काल ये सब पदार्थ संसारमें कल्याण करनेवाले हैं ॥२४॥ आप लोगोंमें उलटपुलट होनेसे यह संसारकी सृष्टि उलटपुलट हो जाती है और आपके अनुकूल रहनेसे अच्छी तरह विद्यमान रहती है इससे स्पष्ट है कि यह सृष्टि आप लोगों पर ही अवलम्बित है ॥२५॥ क्षमा आदि गुण अलग अलग तो पृथिवी आदिमें भी रहते हैं परन्तु इकट्ठे होकर संसारका कल्याण करनेके लिये चक्रवर्तीमें और तुझमें ही रहते हैं ॥२६॥ पृथिवी आदि पदार्थ किसी समय अपनी मर्यादासे च्युत भी हो जाते हैं परन्तु ऐसा कोई समय नहीं है जो तुम दोनोंको अपनी मर्यादासे च्य त कर सके ॥२७॥ तुम्हारे पितामह भगवान् वृषभदेवने इस कर्मभूमिरूपी सृष्टिकी रचना की थी, उनके द्वारा सौंपी हुई इस पृथिवीका पालन इस समय तुम्हारे पिता भरत महाराज कर रहे हैं और उनके बाद इसका पालन करनेवाले तुम ही हो ॥२८॥ इस पथिवीमें यदि किसीकी भी दैव या मनष्यकृत उपद्रवोंसे कुछ हानि होती हो तो 'यह मेरी' ही है ऐसा समझकर आपको ही उसका समाधान करना चाहिये ।।२९।। जो क्षत अर्थात् संकटसे रक्षा करे उसे क्षत्र कहते हैं, भरतेश्वर सबकी रक्षा करते हैं इसलिये वे क्षत्र हैं और तुम उनके सबसे बड़े औरस पुत्र हो इसलिये तुम सबसे पहले क्षत्रिय हो ॥३०॥ इस संसारमं नवीन न्याय तुमसे ही प्रवृत्त होते हैं और जो पुरातन अर्थात् प्राचीन हैं वं तुम्हार द्वारा पालित होकर ही पुरातन कहलाते हैं । भावार्थ-आपसे नवीन न्याय मार्गकी प्रवृत्ति
१ धर्मार्थकामभयेषु व्याजेन परचित्तपरीक्षणमुपधा तया शुद्धः । 'उपधा धर्माधर्यत्परीक्षणम्' इत्यभिधानात् । २ जनपदभवनृपपुरजनादिभिः । ३ लोकस्य क्षेमकारिणः । ४ विपर्यासमेति । ५ जगत्सृष्टिः । ६ युष्मासु महीप्रभृतिषु प्रकाशते। ७ क्षान्त्यवगाहनसंहानसन्तापहरणप्रकाशनादिगुणाः । ८ विकलाः । एकैकस्मिन्नेकैकश एवेत्यर्थः। ६ पृथिव्याकाशादिषु। १० जगवृद्धौ प०, ल०, म० । ११ प्रच्युता भवन्ति। १२ भरतार्ककीयोः । १३ पितृपित्रा आदिब्रह्मणा। 'पितामहः पितृपिता' इत्यभिधानात् । १४ सृष्टा तां अ०स० । सृष्टयतां इ०,१०, ल०। १५ आदिब्रह्मरणा विस्तीर्णाम् । १६ चक्री। १७ सृष्टेः । १८ निवर्तनीया । १६ क्षतिः । २० उरसि भवः। साक्षात्सुतः न दत्तपुत्रः। २१ क्षत्राज्जातः ।

This creation, in the form of the earth, was created by your grandfather, Lord Rishabhadeva. Your father, King Bharat, is currently protecting it, and after him, you are the one who will protect it. ||28||
If anyone in this world suffers any harm due to divine or human causes, you should consider it as your own and find a solution for it. ||29||
One who protects from harm is called a Kshatriya. Bharateshwara protects everyone, hence he is a Kshatriya. And you are his eldest son, born from his own body, hence you are the first Kshatriya. ||30||
New laws are established by you in this world, and the old ones are called old only because they are upheld by you. ||31||
