हरिवंशपुराणे ज्योतिश्चक्राधिपावेतो सूर्याचन्द्रमसौ स्थितौ । मेरुप्रदक्षिणी नित्यं भ्रमन्तौ भ्रमणात्मकौ ॥१३२।। चतुर्विधेषु देवेषु ज्योतिर्देवकदम्बकम् । खे करोत्यनयोर्नित्यमनुभ्रमणमीशयोः ॥१३३॥ ज्योतिरङ्गमहावृक्षप्रभाच्छादितविग्रहो। प्रागन्यत्रविदेहेभ्यो न गतौ दृष्टिगोचरम् ॥१३४॥ तेजोहीनेऽधुना लोके ज्योतिरङ्गप्रभाक्षये । जिगीषयेव चन्द्राकौं स्थितौ प्रकटविग्रहौ ॥१३५॥ अहोरात्रादिको भेदो भवत्यवशादिह । अधुनेन्दुवशाद् व्यक्तिः पक्षयोः शुक्लकृष्णयोः ।।१३६ । शीतदीधितिरस्तामो धर्मदीधितिना दिवा । न स्पष्टः स्पष्टतामेति ज्योतिश्चक्रसखो निशि ।।१३७॥ पूर्वजन्मनि युष्मामिदृष्टपूर्वाविमौ स्फुटम् । विदेहेषु यतस्तस्मान्नाद्य वोऽपूर्वदर्शनौ ॥१३८॥ दृष्टश्रुतानुभूतस्य वस्तुनः सति दर्शने । माभूदुत्पातशङ्का वो निर्भया भवत प्रजाः ।। १३९॥ कालस्वभावभेदेन स्वभावो मिद्यते ततः। द्रव्यक्षेत्रप्रजावृत्तवपरीत्यं प्रजायते ।।१४०।। अव्यवस्थानिवृत्यर्थमतः परमतः प्रजाः । हा मा धिक्कारतो भूताः तिस्रो वै दण्डनीतयः ।।१४१॥ मर्यादोल्लङ्घनेच्छस्य कथंचित्कालदोषतः । दोषानुरूपमायोज्याः स्वजनस्य परस्य वा ॥१४२॥ नियन्त्रितो जनः सर्वस्तिसृमिर्दण्डनीतिभिः । दृष्टदोषभयत्रस्तो दोषेभ्यो विनिवर्तते ।।१४३॥ रक्षणार्थमनर्थेभ्यः प्रजानामर्थसिद्धये । प्रमाणमिह कर्तव्याः प्रणीता दण्डनीतयः ।।१४४॥ प्रासादेषु यथास्थानं मिथुनान्यकुतोभयम् । अनुस्मृत्यावतिष्ठन्त्वस्मदीयमनुशासनम् ।।१४५।।
इत्युक्ता प्रतिपद्याऽऽशु वचस्तस्य प्रजापतेः । श्रत्वा तस्थुर्यथास्थानं प्रजातप्रमदाः प्रजाः ॥१४६।। और यह पूर्व दिशामें चन्द्र-मण्डल दिखाई दे रहा है ॥१३१।। ये सूर्य और चन्द्रमा समस्त ज्योतिश्चक्रके स्वामी हैं, भ्रमणशील हैं और निरन्तर मेरु पर्वतकी प्रदक्षिणा देते हुए घूमते रहते हैं ॥१३२॥ चार प्रकारके देवोंमें जो ज्योतिषी देवोंका समूह है वह आकाशमें निरन्तर अपने इन दोनों स्वामियोंके पीछे-पीछे भ्रमण करता है ॥१३३।। पहले इनका आकार ज्योतिरंग जातिके महावृक्षोंकी प्रभासे आच्छादित था इसलिए ये विदेह क्षेत्रको छोड़ अन्यत्र दृष्टिगोचर नहीं थे ॥१३४।। इस समय लोक, ज्योतिरंग वृक्षोंकी प्रभा क्षीण हो जानेसे तेजरहित हो गया है इसलिए उसे जीतनेकी इच्छासे ही मानो चन्द्रमा और सूर्य अपने शरीरको प्रकट कर स्थित हैं ॥१३५॥ अब पृथिवीपर सूर्यके भेदसे दिन-रातका भेद होगा और चन्द्रमाके द्वारा शुक्ल पक्ष
और कृष्ण पक्ष प्रकट होंगे ॥१३६।। दिनके समय चन्द्रमा सूर्यके द्वारा अस्त-जैसा हो जाता है, स्पष्ट नहीं दिखाई देता और रात्रिके समय स्पष्टताको प्राप्त हो जाता है। यह चन्द्रमा समस्त ज्योतिश्चक्रका सखा है ।।१३७|| तुम लोगोंने पूर्व जन्मके समय विदेह क्षेत्र में इन्हें अच्छी तरह देखा है इसलिए आज इनका दिखना तुम्हारे लिए अपूर्व नहीं है ॥१३८॥ पहले देखी-सुनी और अनुभवमें आयी वस्तुका दर्शन होनेपर आप लोगोंको उत्पातकी आशंका नहीं होनी चाहिए। हे प्रजाजनो ! तुम सब निर्भय होओ-उत्पातका भय छोड़ो ॥१३९॥ कालके स्वभावमें भेद होनेसे पदार्थोंका स्वभाव भिन्न रूप हो जाता है और उसीसे द्रव्य-क्षेत्र तथा प्रजाके व्यवहारमें विपरीतता आ जाती है ॥१४०॥ इसलिए हे प्रजाजनो ! अब इसके आगे अव्यवस्था दूर करनेके लिए हा, मा और धिक् ये तीन दण्डकी धाराएँ स्थापित की जाती हैं ॥१४१।। यदि कोई स्वजन या परजन कालदोषसे मर्यादाके लांघने की इच्छा करता है तो उसके साथ दोषीके अनुरूप उक्त तीन धाराओंका प्रयोग करना चाहिए ॥१४२।। तीन धाराओंसे नियन्त्रणको प्राप्त हुए समस्त मनुष्य इस भयसे त्रस्त रहते हैं कि हमारा कोई दोष दृष्टि में न आ जाये। और इसी भयसे वे दोषोंसे दूर हटते रहते हैं ।।१४३।। अनर्थोंसे बचने के लिए तथा प्रजाको भलाईके लिए आप लोगोंको ये निश्चित को हुई दण्डको धाराएं स्वी त करनी चाहिए ॥१४४॥ हमारी आज्ञाका स्मरण कर अब सब युगल निर्भय हो यथास्थान महलोंमें निवास करें ।।१४५।। इस प्रकार कहने१. स्थितं म. । २. प्रदक्षिणां म.। ३. विद्यते म.। ४. हितसिद्धये । ५. इत्युक्त्वा म.।

O people, be fearless, abandon the fear of calamity. ||139|| Due to the difference in the nature of time, the nature of things changes, and from that, there is a difference in the behavior of substances, regions, and people. ||140|| Therefore, O people, to eliminate further disorder, three punishments, Ha, Ma, and Dhik, are established. ||141|| If anyone, whether a relative or a stranger, desires to transgress the limits due to a lapse in time, then the three punishments should be applied according to the nature of the offense. ||142|| All people, controlled by the three punishments, remain fearful that their faults may be seen, and due to this fear, they refrain from faults. ||143|| These established punishments should be accepted for the protection of people from calamities and for their welfare. ||144|| Just as the couples reside in their respective palaces, so too, you all should abide by our instructions, remembering them. ||145|| Having said this, the lord of creatures, Prajapati, immediately spoke. Hearing this, the people, full of joy, remained in their respective places. ||146|| And this is the Moon-disc that is visible in the eastern direction. ||131||
