The Cold War created a destructive dynamic founded on fear: insecurity bred armaments while armaments bred insecurity. Now we have a unique historic opportunity that compels us to address these tasks: undo the armament legacy of the Cold War (examples: nuclear weapons and their proliferation): address military and non-military sources of insecurity (examples: conventional arms trading and ethnic conflict); strengthen U.N. based and regional security systems, and initiate new mechanisms for conflict resolution. Attention to the role NGOs (non-governmental organizations) can have.
