The attempt to go back to the old spirit is one of those necessary returns without which it cannot be so utterly exhausted as to be blotted out from the evolution. It rises only to be defeated and crushed again. On the other hand the force of the democratic tendency is not a force which is spent but one which has not yet arrived, not a force which has had the greater part of its enjoyment but one which is still vigorous, unsatisfied and eager for fulfilment. Every attempt to coerce it in the past reacted eventually on the coercing force and brought back the democratic spirit fierce, hungry and unsatisfied, joining to its fair motto of “Liberty, Equality and Fraternity” the terrible addition of “Death.” It is not likely that the immediate future of the democratic tendency will satisfy the utmost dreams of the lover of liberty who 67Page Navigation
