Sir,
Our attention has been drawn to a copy of your letter No, Mil 196 dated 31st May 1927 and addressed to the Executive Officer and Secretary Cantonment Board Poona.
The said letter states that as reregards Schedule 1 of the Electoral Rules, Jains, Sikhs and Buddhists are not Hindus. They should be classified among “ Others '' and not Included among Hindus.
In the interest of the Jain Community it is essential to know whether the Division in the Electoral Roll is being made according to race or according to religion.
If the division is by race, the jains must be classed with the Hindus. If it is by religion and if separate mention is necessary please do not group them under heading "Others" with Sikhs and Budhists. The Jains
are an influential and mercantile community and should be separately men
tioned.

With reference to your letter No. 2758 dated 24th July 1927. I have the honour to state that in my opinion the classification, prescribed by the Rules is based on the criterion of religion, and I have advised the Executive Officer Poona Cantonment accordingly.
2. Until the receipt of your letter I have received no communication on the subject. But I understand that the matter has been referred to the Commissioner, C. D. who will obtain a decision from Government.
