________________ The Concept of an Ideal Leader ... : 59 relying on representatives. These are worship, the protection of the people and the providing of financial support to the needy.15 Acts of public munificence are important for the king. He should encourage learning, distribute free food, make provision for drinking water, rest houses, etc. 16 In Laghvarhannīti Ācārya Hemacandra propagates the five principal duties of the king as follows: Punishing the wicked, honouring the good, just collection of wealth, impartial administration and finally defending the country from enemies. 17 For protection of his people the king is advised to secure the three powers (trisakti), four means (catuṣka upāya), and seven constituents (sapt-anga or prakặti).
