a moral evil which, if any thing is even greater a kind of dwarfing or stunting of the Indian race is going on under the present system, we must live all the days of our life in an atmosphere of infiorrity and the tallest of us must bend in order that the agencies of the existing system may be satisfied.""
अर्थात्-" सिर्फ राज्य प्रबन्ध पर अत्यन्त व्यय ही इसकी बुराई नही है । नैतिक बुराई यदि कोई वस्तु है तो उससे भी अधिक है, जो हिन्दू जातिकी वृद्धि में बाधक है । जिसके कारण हमको अपना सारा जीवन अपने आपको दीन हीन समझते हुए बिताना पड़ता है । और हममें जो सबसे ऊँचे हैं उन्हें भी वर्तमान प्रणालीको संतुष्ट करने के लिये झुकना ही पड़ता है।"
इसके लिये आजकलका प्रचलित शब्द एक और है.---" राजसत्ता'' अर्थात् ( Bureaucracy ) इससे एक दर्जे उन्नत शासनको राजनीति-विशारद प्रजातन्त्र ( Democracy) के नामसे पुकारते हैं । यही शासनप्रणाली अभी संसारके अधिकांश भागमें स्थापित हो रही है, जिसके विषयमें एबिड महोदय लिखते हैं:
" Democracy is a spirit-a mental attitude-- which can be held by every man and every woman in the country. And upon its acceptance, national prosperity in the future will depend. It is not a subversive force-it is not a Clustering loud voiced policy-it is a force which must ensure law and order; for under the truly democratic rule everybody has a voice in the Government of the Country in
