"The large number of unmarried persons (58-8 per cent) is a cnsequence of the practice among the lower classes, both of the Indian and general population, of contracting religious marriages; that is to say, they do not appear before the civil status of officers and hence, under the civil Statws Laws of Mauritius are not legally married.”
अर्थात्-" मोरीशसमें जो बहु संख्यक मनुष्य यानी ८५.८ की सदी बिन ब्याहे हैं, इसका कारण यह है कि भारतवासियोंमें और जन-साधारणमें नीच जातिके मनुष्योंमें यह रिवाज है कि वे अपने धर्मानुसार विवाह करते हैं अर्थात् वे सिविल स्टेट्स आफीसरके सामने आकर रजिस्ट्री नहीं कराते, इसी कारण मोरीशसके कानूनके अनुसार इन लोगोंकी शादी न्याय्य नहीं समझी जाती।"
इस दुर्दशा-पूर्ण स्थितिको शीघ्र ही दूर करनेकी आवश्यकता है। भारतवासियोंको मोरीशसमें जो जो कष्ट सहने पड़े उनका वर्णन करनेसे एक अलग ही बड़ी पुस्तक बन सकती है । वहैं। एक निर्भीक हृदय अँगरेज मजिस्ट्रेटने, जिनका नाम मि० बेटसन था, लार्ड सेण्डरसनके कमीशनके सामने जो कुछ कहा था, उससे अच्छी तरह प्रकट होता है कि किन किन कष्टोंमें भारतीय मजदूरोंको मोरीशसमें काम करना पड़ा | मि० बेटसनने कहा था:___“ The system resolved itself into this-that I was merely a machine for sending people to prison......There is absolutely no chance of the
